TRASH & RECYCLING COLLECTION

Recyclables should be placed in the blue Borough Recycling Containers, OR your own garbage can, as long as it is clearly marked with a recycling sticker available at the borough building. This is how the collector identifies the recycling container from the regular garbage can.

Household Garbage is collected every week.  If you have anything unusual or large for the trash, please call ahead at 1-800-243-7575 to JP Mascaro to make sure there is room on the truck for that item(s) and to make sure it is an item that they will take.  Items containing Freon, for example, need to have the Freon removed before the item can be disposed of.

We now also have a collection bin in the Borough Office for the Energy Efficient Compact Fluorescent Light bulbs that contain mercury!

Justus True Value,1410 Justus Blvd
Clarks Summit, PA 18411 will recycle used propane tanks.

ELECTRONIC RECYCLING PROGRAM

The recycling center will accept TV's and computer monitors along with other electronics such as printers, towers, peripherals etc. through June from Lackawanna County residents.  They must provide photo ID.  The fee of $1 per should will be in place July 1st.

"The Solid Waste Authority has been accepting electronics for recycling for the past eight years, at no cost the public.  The market for such products has evaporated and the cost to recycle is no significant."

Please be advised that effective January 24, 2013, landfills in Pennsylvania will no longer be allowed to accept certain "covered" electronic devices.  A new state law-Act 108 of 2010-known as The Covered Device Recycling Act (CDRA) defines these electronics to include desktop and laptop computers, computer monitors, computer peripherals, printers and keyboards and televisions.  The CDRA requires that these devices be recycled.  The Lackawanna County Recycling Center @ 3400 Boulevard Avenue in Scranton will accept electronics at no cost.  A Gaylord box on a wooden pallet is situated in front of the office portion of the center.  County residents place electronics inside it.  However, if multiple electronics are delivered, please phone the recycling center @ 963-6868 ext. 5, to arrange for accommodations.  These items cannot be collected with the trash.

INFORMATION FOR BUSINESSES           COMMERCIAL ANNUAL RECYCLING REPORT

In the Borough of Clarks Summit all commercial, institutional, and industrial establishments are mandated by Act 101 to recycle corrugated cardboard, high grade office paper, and aluminum cans.

Businesses are asked to fill out a recycling report to the best of their ability, with weights for recycled materials. A business can obtain a copy of their recycled weights by calling their hauler/broker/market. For example, if a business brought their recyclables to the Lackawanna County Recycling Center, they should phone 963-6868, press "5" and ask the operator to send them their annual report. A copy of this report must be attached to the annual recycling report.

If a hauler brings the recyclables to the center, the business establishment must ask the hauler for their weights. This can be done by contacting the hauler and asking for their annual recycling tonnage on the hauling company's letterhead OR by sending the annual recycling report to the hauler and having them complete and sign the bottom half of the report.

Reports are done annually and are asked to completed and return to the Borough by January 31. For assistance in completing the report, contact the Borough Office at 586-9316. The office is located at 304 S. State Street and operating hours are Monday through Friday, 9:00 AM until 3:00 PM.

Based upon the "verified" recycling tonnage collected from the Borough, annually we report to the Commonwealth our recycling efforts. Based upon this report to the Department of Environmental Protection (DEP) the Borough receives state dollars back into the General Fund. This "Performance" Grant is a revenue for the Borough, which helps us hold down property taxes! PLEASE RECYCLE!!!!

Trash & recycling collection in the Borough is governed by "the Code of Ordinances Borough of Clarks Summit", Chapter 20 Solid Waste. It is also governed by the Borough's contract with J.P. Mascaro & Sons.
